ETS (Educational Testing Service) разрабатывает тесты и проводит тестирование TOEFL (Test of English as a Foreign Language). Вот прямое заимствование из CBT TOEFL (Computer-Based Test TOEFL):

11. After Peter breaks his promise,Wendy vowed never to trust him again.

По типу задания, сразу видно, оно относится к классу tricks: надо выбрать один неправильный ответ. Предполагается, что это будет "A".

Вместе с тем, совсем неплохо выглядит фраза, где неверный ответ будет "C":

After Peter breaks his promise, Wendy will vow never to trust him again.

or, I should say the same,

After Peter breaks his promise, Wendy will vow to never trust him again.

Как вы думаете, по ошибке пропущен многовариантный ответ в этом задании? Или здесь есть какая-то не доступная мне философия?

This doesn't sound right at all. "never" is in a wrong place

Suppose, your opinion is right. But look:

... Wendy will vow not to trust him again.

Does it go? I guess, 'not' instead of 'never' suits. If there's no sense difference between these two, the former sentence is correct. I admit, it sounds so-so, but who could tell why? If correct, I mean. But if not, what rule is broken?

If still to speak of 'never', the sentence sounds nice when 'never' is after 'to':

...Wendy will vow to never trust him again.

but it's not allowed to change the word order so tough.

In any case, all those tricks & traps directly correspond to the author's way of thinking, i.e. to author's brains. But what if I have some other?

This is exactly right. I am living in the US now. They say it like this. FYI, I even asked a native speaker. This last version is correct.
